In the Action Plan for circular economy the EU emphasizes that the means for MBO plants and incinerators will be approved only in limited and well-justified cases if there is no risk of overcapacity and if the goals of waste hierarchy are fully complied with. Because this means that such plants are prohibited or that severe engineering criteria for justification of their building should be respected, which should indeed be a common practice. Regarding Croatia, it should be considered carefully (through analyses of different scenarios) whether in the period of thirty years, which is a typical period for which the “incinerators” are built, there will be sufficient fuel from waste (provided that mixed unsorted waste will not be incinerated, and the requested high levels of recycling will be reached) which would satisfy the capacities of the built power plants or whether the total quantity of fuel from waste could be used energetically (and materially) in the existing cement and power plants. The workshop will bring solutions and answers to these questions.
