Dr. Kenneth Alibek holds MD, PhD, and ScD degrees. He is a Senior Vice President of Locus Fermentation Solutions located in Cleveland, USA. He is an award-winning manager, educator, scientist, and physician with 40 years of experience creating and managing innovative, multimillion-dollar medical, biopharmaceutical, and biotechnology research, development, and education programs. Jointly with Dr. Peter Leitner, he was a co-founder of the National Center for Biodefense and Infectious Diseases at George Mason University. Dr. Alibek is former CEO of Maxwell Biocorporation, a multinational pharmaceutical firm, has also served as a Distinguished Professor at George Mason University, Vice Dean for Research (both Schools of Science and Technology and Medicine) at Nazarbayev University, and CEO of National Medical Holding (six hospitals and diagnostic centers). Dr. Alibek is an expert in the fields of biological weapons and infectious disease threat and defense. He has provided training to law enforcement personnel, FBI investigators, FDA personnel, the United States Army, Marine Corps, and other government agencies. He has presented on infectious diseases, biological weapons and biodefense, and microbiology and immunology of infections at the following universities: Harvard, Princeton, Yale, Columbia, Dartmouth, Rockefeller, Georgetown, George Washington, Monterey Institute of International Studies, California State University, University of Alabama, Singapore National University, Sorbonne University, Almaty Medical University, Ukraine State University, University of Amsterdam, Tokyo University, Uniformed Services University of Health Science (USA), National Defense University (USA), American Military University, and others. Dr. Alibek has authored and co-authored ten books and book chapters, over 80 research articles, and symposium presentations. After coming to the United States in 1992, he testified nine times before both US Congress houses. He testified before the governments of Singapore, Japan, Taiwan, France, Great Britain, and others. He has been a keynote speaker to the World Economic Forum and many symposia and conferences. His expertise includes Biological Weapons Threat and Defense, Acute and Chronic Viral and Bacterial Infections, Pre- and Postexposure Prevention of Infectious Disease, Microbiology, and Medical and Industrial Biotechnology.
Dr. Peter Leitner who holds a Doctorate from the University of Southern California, and four Master degrees, is a Professor with the National Intelligence University, School of Science and Technology Intelligence. He was one of the founders of the National Center for Biodefense and Infectious Diseases at George Mason University. Dr. Leitner, former President of Maxwell USA, a multinational pharmaceutical firm, has also served as a Senior Fellow with George Washington University’s Center for Advanced Defense Studies, and as an Advisor on Terrorism with New York University’s Law School. He was the co-Editor and founder of the Journal of Power and Ethics. Dr. Leitner has provided intelligence and anti-terrorism training to thousands of state and local investigators, law enforcement personnel, the CIA, FBI, Marine Corps and other national agencies through the Higgins Counterterrorism Research Center that he founded. His 41-year government career also includes 21 years within the Office of the Secretary of Defense as a Senior Strategic Trade Advisor and 7 years as an International Relations Specialist with the International Division of the US General Accounting Office. Dr. Leitner has authored seven books, over 20 articles, testified seven times before both houses of the US Congress, and testified before the Michigan State Senate. In addition, he has been a presenter, keynote speaker, and/or organizer at over 25 international conferences.
